- With the inauguration of Donald Trump approaching, Republicans and Democrats are looking forward to the 2028 Presidential Election
- Vice-President-elect JD Vance is the betting favorite to win the office of president for the Republicans in 2028
- California Governor Gavin Newsom has the best betting odds for a Democrat to become president in 2028
Donald Trump has yet to begin his second term as president, but that has not stopped the Democrats and Republicans of the United States from looking forward to who will claim the nation’s highest office the next time a presidential election takes place, which is on Tuesday, November 7, 2028. The expectation is that Trump will not be on the ballot for the next election, even though he told House Republicans (perhaps jokingly) in November, “I suspect I won’t be running again unless you say, ‘He’s so good, we’ve got to figure something else out.”
The 22nd Amendment states that “[n]o person shall be elected to the office of the President more than twice.” The amendment was ratified in 1951 after President Franklin D. Roosevelt was elected president four times.
With a third term for Trump unlikely, the Republicans will look for someone who can carry on after his term is over, while the Democrats will hope to find someone who can get the party back to the office that Joe Biden held from 2021 through early 2025.

JD Vance
The simple fact that JD Vance is the incoming vice-president makes him the strongest current Republican candidate to win the next election. The following recent vice presidents have gone on to serve in the highest office of American politics: Joe Biden, Al Gore, George H.W. Bush, and Walter Mondale.
A one-time critic of President Trump, the former Ohio senator, the 40-year-old Vance has quickly risen through the Republican ranks. Vance made some errors on the campaign trail in 2024 with his “childless cat lady” remarks and by spreading a rumor that Haitians were eating cats and dogs in Springfield, Ohio, but that did not seem to hurt Trump when it came time to vote.
The question facing Vance is whether he can ride the popularity of President Trump to his own time in the White House. The betting odds say he can, but a lot can change in four years.
Gavin Newsom
California Governor Gavin Newsom is the front-runner to be the Democratic nominee for president in 2028 following Kamala Harris’ loss to Trump in the most recent election. Newsom has positioned himself as the resistance to Trump’s upcoming time as president. He has said that he and the state are “ready to fight” and went as far as to call a special session of the California Legislature to “Trump-proof” its policies. Newsom got Trump’s attention from that talk as well as when he proposed a $25 million fund for anticipated legal battles with the incoming administration.
“He’s always been a politician who’s been looking for a way forward and a way up. And that presents, I think, some challenges for him as he catapults beyond a cheerleader for Democrats onto the national stage,” said David McCuan, a political science professor at Sonoma State University in California.
Newsom has a situation on his hands right now in the wildfires that are active in the Los Angeles area, how he handles that natural disaster and reacts to the finger-pointing from the Republicans that will look to blame him and his policies for the fires will go a long way toward establishing Newsom’s viability as the next president.
Josh Shapiro
Pennsylvania Governor Josh Shapiro might not be a familiar face, but he was in the running to be Kamala Harris’ running mate in the most recent election. The 51-year-old could be a strong middle-ground candidate for those who think Vance and Newsom are too extreme. Shapiro has been a rising force in the Democratic Party and has received some praise from across the aisle for his bipartisan record as governor of Pennsylvania, which is a see of red between two large blue cities in Philadelphia and Pittsburgh. That type of balancing could make Shapiro a good candidate for the Democrats.
“His candidacy would be well received among leading Democrats and activist voters here in Pennsylvania,” said Mike Mikus, a Pittsburgh-based Democratic consultant said of Shapiro.
Best bet to win the 2028 U.S. presidential election
JD Vance and Gavin Newsom are the early betting favorites, but to many they represent the extreme factions of the Democrats and Republicans. Someone who can work across party lines might be able to rise to the office of president. The early betting pick to win the 2028 Presidential Election is Josh Shapiro.
